Fire safety is where HMO compliance is usually lost
Most landlords hold their gas, electrical and energy certificates. Fire safety is the part that tends to be missing, out of date or held as an informal note rather than a written assessment. It is also the part local authority licensing teams look at most closely, because it is the area with the clearest link to occupant safety in shared housing.
A written fire risk assessment is the document that shows you have considered the risk properly and acted on it. It is expected for the common parts of HMOs and for other residential premises with shared areas, and it should be reviewed as the property and its occupancy change.

What a fire risk assessment covers
- Escape routes, final exits and travel distances
- Fire doors, self-closers, seals and general condition

Fire safety sits alongside the rest of the file
A fire risk assessment rarely arrives on its own. Most HMO instructions also involve a EICR, a Gas Safety Record, an EPC and alarm records, and often a review of the wider HMO compliance position.
Where the condition of the property itself is in question, for example following tenant complaints or council contact, an independent HHSRS property assessment is often the better starting point, and we can arrange both together.
