Around twenty years in finance, operations and regulated compliance across the North East, including energy, electricity network connections and lettings and property management, now applied to landlord certificates and remedial work.
Sunderland Landlord Compliance is run by Joe Norman.
I have spent around twenty years in finance and operations, mostly in regulated and compliance-heavy environments. Ten of those were at EDF Energy, working on regulated energy schemes, industry data and payment recovery. It is the kind of work where a missing record or a wrong reference costs someone real money, and where the paperwork is the job.
After that, Northern Powergrid on electricity connections and network upgrades. Then finance at 0800 Repair, a national appliance service business running a large engineer network, and at Eco Funding for Homes during the growth of government-funded retrofit. Most recently, finance inside a full service lettings and property management business here in the North East.
Two things stood out from the lettings side. Landlords are asked to hold more certificates every year, on different cycles, with real penalties attached. And nobody's actual job is to keep track of them. The inspection gets done, the PDF lands in an inbox, and twelve months later nobody remembers when it expires.
Our position
Sunderland Landlord Compliance exists to be the point of contact that does remember.
And when an inspection comes back unsatisfactory, to get it put right rather than hand you a report and leave you to find an electrician yourself. I am based in Sunderland. If you call the number on this site, you get me.
Quality control
How the subcontractor panel is vetted
Every inspection, test and remedial job is carried out by an independently qualified subcontractor. Nobody is instructed until their credentials have been checked, and those checks are repeated as documents fall due for renewal.
- Registration and accreditation verified before first instruction: Gas Safe registration for gas work, a recognised electrical competent person scheme for EICRs and electrical remedials, and accreditation body membership for Domestic Energy Assessors.
- Public liability insurance recorded, with the expiry date tracked so cover cannot quietly lapse mid job.
- Certificate and registration expiry dates held against each subcontractor record and flagged in advance of expiry.
- Scope discipline: subcontractors are only offered work inside the trade they are qualified and registered for.
- Work reviewed job by job. Certificates are checked on return before they are issued to you, and repeat quality or communication problems remove a subcontractor from the panel.
Some services, such as PAT testing, fire alarm and emergency lighting work and fire risk assessment reviews, are sourced and coordinated on instruction rather than held on a standing panel.

What we do
- Quote in writing for EPCs, Gas Safety Records and CP12s, boiler service add-ons, EICRs and remedial works
- Instruct and coordinate independently qualified subcontractors
- Check returned certificates and issue them to you
- Store certificates against each property and track expiry and renewal dates
- Price and arrange remedial work after an unsatisfactory EICR or a failed gas check
What we do not do
- Give legal, possession or eviction advice
- Act as a local authority, enforcement body, solicitor, surveyor or housing inspector
- Confirm that a property is compliant or non compliant
- Lodge EPCs ourselves, that is done by the accredited assessor
- Carry out the inspections and tests in house
